Evans <br />Acting Director, avca <br /> <br />Mr. Tom Daugherty, Assistant Town Engineer <br />Town of Breckenridge <br />ISO Ski Hill Road - P,O, Box 168 <br />Breckenridge, CO 80424 <br /> <br />Dear Mr. Daugherty: <br /> <br />I have reviewed the CLOMR report sent to us by Wright Water Engineers regarding the <br />floodplain of the Sawmill Gulch in Breckenridge, The report includes: I) a floodplain <br />description, 2) detailed large-scale "existing conditions" and "proposed conditions" <br />floodplain delineations through the Tyra D site, 3) a detailed floodplain delineation <br />through the Tyra D site and upstream to the upstream corporate limit of the Town of <br />Breckenridge, and 4) a number of details regarding the proposed drainage collection <br />system. The CLOMR takes a two-step approach to floodplain mapping for the site, <br /> <br />First, the "existing conditions" floodplain delineation for the site, as currently mapped on <br />the Town of Breckenridge FIRM, would be modified/supplemented, The FIRM <br />floodplain delineation extends only partway into the Tyra D site. In addition, that current <br />delineation is based on an old hydrologic analysis that has been superseded by a more <br />recent analysis performed for the town by FLO Engineering. The CLOMR modifies the <br />FIRM floodplain delineation and extends it upstream to the town limit, which is <br />approximately 0,5 mile upstream ofTyra D, Second, the "proposed condition" floodplain <br />delineation would be derived from the CLOMR "existing conditions" analysis, The <br />changes result from the proposed installation of a drainage collection system to capture <br />overbank flows and divert them around the site of a proposed building. Another <br />collection system would capture overflows at the existing culvert under Four O'Clock <br />Road, The two collection systems would deliver overflows to the northeast comer of <br />Tyra D where they would follow the historic overflow path down Four O'Clock Road, <br />The major delineation changes between "existing conditions" and "proposed conditions" <br />would be the removal of the shallow overbank floodplain through the proposed building <br />site and the relocation of portions of the overbank floodplain by the two collections <br />systems, <br /> <br />I would like to offer some comments on the CLOMR report, <br />
