<br />Foreword <br /> <br />... <br />... <br /> <br />Since Hurricane Fran struck our coast in September 1996, the state of North <br />Carolina has made a significant commitment to hazard mitigation, In collaboration <br />with the Federal Emergency Management Agency and local government agencies, <br />the state is in the process of administering more than $110 million in Hazard <br />Mitigation Grant Program funds, Projects are funded to acquire and relocate or <br />demolish hazard-prone structures, elevate homes, stabilize dunes, improve drainage <br />systems, purchase undeveloped flood-prone properties, and educate the citizens of <br />North Carolina about natural hazards and steps that can be taken to reduce vulner, <br />ability, <br /> <br />To integrate hazard mitigation into the mainstream of community decision,making, <br />we formulated the Hazard Mitigation Planning Initiative, It is a comprehensive, <br />long-term program that is designed to build local capacity to develop and carry out <br />mitigation policies and programs, <br /> <br />A defining characteristic of the Hazard Mitigation Planning Initiative is the empha- <br />sis given to linking the principles of hazard mitigation and sustainable development <br />in an expanded vision of growth and development to balance risk reduction with <br />other social. economic, and environmental goals, <br /> <br />Hazard Mitigation Successes in the State of North Carolina documents our efforts, <br />Through interviews with state and community leaders across North Carolina we <br />capture many of the success stories through the eyes of the key players who make <br />mitigation happen, <br /> <br />This is not an exhaustive collection of mitigation projects, but rather the starting <br />point, It highlights the leadership and vision that is making North Carolina a <br />laboratory for innovative projects that embody the principles and spirit of mitiga- <br />tion and sustainable development, <br /> <br />;lL!j <br /> <br />Richard H, Moore, Secretary <br />Department of Crime Control and Public Safety <br /> <br /> <br />~ <br /> <br />Eric Tolbert, Director <br />Emergency Management Division <br /> <br />, Ha~ ; ; MiC I I * H jilleiiii*.'&:'w ~'/:' <br />~"1~m1-1II-&_&4_ ~- <br /> <br />
