HELPS proposes to establish <br />a "Housing Institute" to take a lead role <br />in implementing a project to relocate <br />families from the buyout area, and in the <br />process, promote sustainable develop- <br />ment. <br /> <br />I <br /> <br /> <br />LCC <br />H,E,L.P,S, <br />Oppor1unilySileMap <br /> <br />~">~ .'" <br /> <br />HELPS will work with the Kinston Housing Authority to <br />relocate families and help them become self'suffiClent, <br /> <br />Specifically, the Housing Institute will <br />train welfare recipients in house con- <br />struction, rehabilitation (making homes <br />safe, secure, and habitable), and house deconstruction (discussed below) while <br />targeting smaller homes for rehabilitation to make them affordable and attractive <br />to first-time home buyers in low- and moderate-income brackets, In addition, it <br />will significantly increase the number of rehabilitation contractors wtlling to work <br />on small rural projects, <br /> <br />House "Deconstruction" - A Novel Approach to Sustainable Redevelopment, <br />Ultimately, the Kinston-Lenoir COUnty project will involve more than 400 homes, <br />Traditional demolition would overburden the landfill that is already at capacity. <br />Because many homes were not substantially damaged by Hurricane Fran, they <br />were deemed suitable for relocation and rehabilitation, Scores of other homes <br />were damaged and not suitable for relocation, yet contain building materials that <br />can be reused, Unfortunately, there are not enough COntractors to undertake this <br />labor-intensive work. <br /> <br /> <br />Deconstruction is la.bor intensive, taking apart <br />buildings [Q maximize salvage value.
