With the backing of the City <br /> <br />counctl and the mayor, a consultant was hired to work with the Boone Housing <br />Authority to develop a neighborhood flood mitigation plan that will: <br /> <br />. identify, examine, and prioritize potentia] solutions to existing flood condi~ <br />tions; <br /> <br />. coordinate opportunities to "piggyback" those solurions .....vith Q[her ongoing or <br />planned community projects: <br /> <br />. provide an avenue for public input; <br /> <br />. contribute to the town's participation in the Community Rating S)/stem: and <br /> <br />improve lhe likelihood of attracling funding to address noodlng problems, <br /> <br />A community planning team was formed, Team members included the mayor, the <br />town manager, the Boone Housing Authority staff, a neighborhood representative, <br />the county emergency manager, the (Ovlm's floodplain management administrator, <br />the public works director, the planning and inspections director, and the flood <br />mitigation consultant. At the outset, the planning team decided to take a compre- <br />hensive approach, It was important to view the flood hazard in the larger context <br />of the issues, challenges, and opportunities associated with managing Boone's <br />rapid growth, and to realize the impact of growth on natural resources and the <br />quality of life, <br /> <br />After a series of meetings, a unifying theme emerged and led to the decision to link <br />floodplain management with long,term local comprehensive planning and sustain, <br /> <br />able development. The following goals were adopted to guide the preparation and <br />implementation of Boone's Flood Hazard Mitigation Plan: <br /> <br />Goal 1. Create a framework so that the (Q\vn can help residems obtain the <br />maximum flood mitigation assistance available. <br /> <br />Goal 2. Create a frame\vork to prioritize implementation of elements of the <br />Flood Hazard Mitigation Plan, <br /> <br />Goal 3.
