<br />Study Commission to assess legislation which requires full disclosure and 'hazard <br />notification' to persons acquiring property on barrier islands (Recommendation 59 <br />of the Task Force),' <br /> <br />Disaster Warning, Fiash flooding, tornadoes, and other rapid onset hazards <br />continue to pose challenges for local managers across the state, Warning is an <br />integrai feature of a local preparedness strategy, particularly in communities that <br />are experiencing significant increases in tourism and population growth, <br /> <br />Lake Lure, located in the mountains of western North Carolina, has a combination <br />of probiems that confront other resort communities - dramatic seasonal increases <br />in population, the ever,present danger of flash flooding, and limited resources with <br />which to address the problems in a comprehensive manner. Warning is a critical <br />component of Lake Lure's hazard mitigation program, and one of the case studies <br />in this report. <br /> <br />The NCEMD is involved in the early stages of a multi-million dollar effort to en- <br />hance the existing statewide weather warning system, Specific tasks include <br />identifying geographicai gaps in Nationai Oceanic and Atmospheric Administration <br />(NOAA) weather transmissions; taking corrective actions to address the shortfalls: <br />purchasing more than 10,000 NOAA weather radios for schools, licensed day care <br />centers, and nursing homes; improving emergency management communications; <br />constructing 100 demonstration in-house tornado shelters; and developing an <br />extensive severe weather awareness outreach campaign. <br /> <br />Education and Training, The key to an effective, long-term initiative to instill the <br />"mitigation ethic" in communities throughout North Carolina will be the wide- <br />spread education and training of all members of society, As the state's citizens and <br />children learn about the nature and consequences of hazards, they can also learn <br />about the steps that can be taken to minimize injuries, damages, and economic <br />losses, Wilmington-New Hanover County, a FEMA Project Impact community, has <br />deveioped an array of innovative approaches to foster community support for <br />hazard mitigation and disaster preparedness, These efforts are highlighted in this <br />report, <br /> <br />Against this framework of mitigation tools, the next section highlights the key <br />programs that provide funding and technical assistance to implement these mitiga- <br />tion strategies in North Carolina, <br /> <br />Federal and State Programs <br /> <br />In practice, communities that are successful in developing and implementing iocal <br />mitigation strategies are also successful at identifying and leveraging available state <br />and federai resources - both financial and technical.
