Box 471 <br />Boulder, CO 80306-0471 <br /> <br />Community: Boulder County, CO <br />Community No.: 080023 <br /> <br />104 <br /> <br />Dear Mr. Stewart: <br /> <br />. <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) comment <br />on the effects that a proposed project would have on the effective Flood Insurance Rate Map <br />(FIRM) and Flood Insurance Study (FIS) report for Boulder County, Colorado and Incorporated <br />Areas, in accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations. <br />In a letter dated September 21,2000, Mr. Gary Behlen, P.E., City Engineer, City of Broomfield, <br />requested that FEMA evaluate the effects that the proposed Aspen Creek Phase I Regional <br />Drainage Project (proposed project) along Quail Creek and Tributary D would have on the flood <br />hazard information shown on the effective FIRM and FIS report. The Special Flood Hazard <br />Areas (SFHAs), the areas that would be inundated by the flood having a I-percent chance of <br />being equaled or exceeded in any given year (base flood), along both streams are designated <br />Zone A, SFHAs where no Base Flood Elevations have been determined. The approximate <br />Zone A boundary delineations shown on the effective FIRM are based on an existing conditions <br />hydraulic analysis from the Flood Hazard Area Delineation (FHAD) report for Quail Creek & <br />Tributaries and McKay Basin, prepared by the Urban Drainage and Flood Control District <br />(UDFCD), dated July 1986. <br /> <br />All data required to complete our review of this request for a Conditional Letter of Map Revision <br />(CLOMR) were submitted with letters from Mr. David C. Webster, P.E., Water Resources <br />Engineer, Boulder County Transportation Department; Mr. Besharah Najjar, P .E., Floodplain <br />Administrator, Department of Public Works, Adams County; Mr. Phillip M. Bowman E.I., <br />Project Engineer, Rocky Mountain Consultants, Inc.; and Mr. Behlen. <br /> <br />The proposed project reach extends along Quail Creek from approximately 1,600 feet <br />downstream of Sheridan Parkway to Country Estates Pond, which is located just upstream of <br />South 124th Street, and along Tributary D from the confluence with Quail Creek to <br />approximately 50 feet downstream of South 124th Street. <br /> <br />The proposed project along Tributary D within Boulder County will consist of channelization <br />from approximately 600 feet upstream to approximately 1,400 feet upstream of Sheridan <br />Parkway. <br /> <br />. <br /> <br />Because the proposed revision will also affect the City of Broomfield and the unincorporated <br />areas of Adams County, separate CLOMRs for those communities were issued on the same date <br />as this CLOMR. <br />
