RESOLUTION

WHEREAS, the Federal Emergency Mwagement Agency completed a Flood Hazard
Boundary Map (FHBM) for the Town ofCalhan dated January 17, 1975; and

WHEREAS, said FHBM included approximate floodplain infonnation for streams
within the incorporated limits of the Town ofCalhan as they were on January 17, 1975; and

WHEREAS, the Colorado Water Con~ervation Board has never designated and
approved the approximate floodplain information included in said FHBM; and

WHEREAS, the Federal Emergency Management Agency revised the FHBM dated
January 17, 1975, without any engineering infonnation or explanation to support the revision;
and

WHEREAS, the revised FHBM dated January 17, 1975 was converted to a Flood
Insurance Rate Map (FIRM) and became effective March 18,1986; and

WHEREAS, the Colorado Water Con~ervation Board has never designated and
approved the approximate floodplain information included in said FIRM; and

WHEREAS, the Federal Emergency Management Agency completed a report entitled
"Flood Insurance Study, El Paso County, Colorodo, Unincorporated Areas", dated December
1986; and

WHEREAS, said report included approximate floodplain information for streams within
the unincorporated portions of El Paso County inunediately adjacent to the Town of Calhan as
they were on December 18, 1986; and

WHEREAS, the Colorado Water ConserVation Board, as requested by EI Paso County,
designated and approved said report by ResolutiOI1 No. 263 on November 18, 1986; and

WHEREAS, reports entitled "Flood InSurance Study, El Paso County, Colorado,
Unincorporated Areas", dated 1989, 1990, 1992, respectively, have been prepared by the
Federal Emergency Management Agency; and
