<br />I <br /> <br />I <br /> <br />The information in this report does not imply any State action to zone or <br />regulate use of the flood plains. The District has the authority to reg- <br />ulate flood plains, but to date has chosen to leave flood plain regulation <br />responsibility with local governments. The report provides a suitable basis <br />for the adoption of land use controls to guide flood plain management, with <br />consideration for environmental attributes, and thereby prevent intensifica- <br />tion of flood losses. Flood water surface elevations and flood plain bound- <br />aries are often revised by road and bridge construction, flood plain devel- <br />opment, flood control improvements, or natural process. Prior to utilization <br />of this report for planning or design purposes, the user is advised to con- <br />tact the Urban Drainage & Flood Control District or the Colorado Water Con- <br />servation Board to determine if the information in this report has been amen- <br />ded. <br /> <br />Drainage and Flood Control District. The Basin takes its name from <br /> <br /> <br />four major drainageways which are located within the basin on the west <br /> <br /> <br />side of the Tributary to the South Platte River approximately 3 miles <br /> <br /> <br />downstream from the Chatfield Dam and Reservoir. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />The Study Basin Area, as shown on Figure I, is located in Arapahoe <br /> <br /> <br />County, Jefferson County, and Denver City and County. It I ies generally <br /> <br /> <br />between Belleview Avenue and Coal Mine Road extending westerly from the <br /> <br /> <br />South Platte River to approximately 2.5 miles west of the Hogback. The <br /> <br /> <br />Basin totals approximately 16 square miles which is generally appor- <br /> <br /> <br />tioned to the local governmental jurisdictions located within the Basin <br /> <br />as fo II ows : <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />Data Acknowledgments <br /> <br />Arapahoe County 0.58 sq. mi. <br />Denver City and County 3.15 sq. mi. <br />Jefferson County 11.75 sq. mi. <br />Town of Columbine Valley 0.47 sq. mi. <br /> <br />I <br /> <br />The report was prepared by URS Company, Consulting Engineers, Denver, Colorado, <br /> <br />at the request of the Urban Drainage and Flood Control District. <br /> <br />I <br /> <br />All survey and topographic data for this study were collected and compiled <br />by Delta Aerial Surveys, Inc., Denver, Colorado, under a separate contract <br />with the Urban Drainage & Flood Control District. <br /> <br />Drainage Basin Characteristics <br /> <br />I <br /> <br />Various agencies, including the Corps of Engineers, United States Geological <br /> <br /> <br />Survey, Soil Conservation Service and State Engineer were contacted during <br /> <br /> <br />this investigation. Information provided by these agencies has been incor- <br /> <br />porated into the study. Technical data developed in this study is on file <br /> <br />with the Urban Drainage and Flood Control District. <br /> <br />Being located on the southern fringe of the Denver Metropolitan Area, <br /> <br /> <br />much of the Basin is currently undeveloped open space. However, the spread <br /> <br />of urbanization into the Basin has in recent years accelerated rapidly <br /> <br /> <br />primarily in the form of new subdivisions of single family residential <br /> <br /> <br />dwelling units. Very few commercial establishments are presently located <br /> <br />I <br /> <br />I <br /> <br />within the Basin. <br /> <br />In addition to the existing development, the Basin has a <br /> <br />I <br /> <br />generally roll ing terrain with well defined drainageways having a varying <br />amount of vegetatIon. <br /> <br />DRAINAGE BASIN DESCRIPTION <br /> <br />I <br /> <br />Locat i on <br /> <br />Soil types prevalent within the study area and their characteristics <br /> <br /> <br />were determined from publications of the Soil Conservation Service, <br /> <br /> <br />namely the Soil Survey of Arapahoe County, dated March 1971; General <br /> <br />I <br /> <br />This report covers the study area of Dutch Creek, Lilley Gulch, Coon Creek <br /> <br />and 3 Lakes Tributary Drainage Basin which is part of the South Side Plan- <br /> <br /> <br />ning Basin as identified in the Project REUSE Final Reportl authored by the <br /> <br /> <br />Denver Regional Council of Governments in cooperation with the Urban <br /> <br />I.
