WHEREAS, a floodplain information report entitled "Flood
Hazard Area Delineation, Big Dry Creek (ADCO), North Area
Tributaries," dated July, 1989, was. prepared by Wright Water
Engineers, Inc., under contract to the Urban Drainage and Flood
Control District; and '

WHEREAS, said report describes and outlines detailed
floodplain information for Wadley South Creek, Wadley North
Creek, Short Run, Elms Run, Morris Creek, Morris Creek South,
Shay Ditch, Mustang Run, Mustang Run North, Sach Creek, Sach
Creek South, South Fork Preble Creek, and Preble Creek; and

WHEREAS, the Urban Drainage and Flood Control District, in
conjunction with the communities of Adams County, the City of
Broomfield, the City of Thornton, and the City of Westminster,
has requested the Colorado Water Conservation Board to
designate and approve the floodplain information set forth in
the aforesaid report; and

WHEREAS, Section 37-60-l06(1)(c), Colorado Revised
Statutes, requires the Colorado Water Conservation Board to
assist in the prevention of floods and flood damages therefrom;
and

WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised
Statutes, provide that such legislative bodies of local
jurisdictions may provide zoning regulations for land uses on
or along any storm or floodwater runoff channel or basin only
after designation and approval by the Colorado Water
Conservation Board; and

WHEREAS, Section 37-60-l06(1)(c), Colorado Revised
Statutes, directs the Colorado Water Conservation Board to
designate and approve storm or floodwater runoff channels or
basins and to make such designations available to legislative
bod: esof local jurisdictions; and

WHEREAS, the said report meets all of the requirements for
designation as detailed floodplain information under the
Board's "Rules and Regulations for the Designation and Approval
of Floodplains and of Storm or Floodwater Runoff Channels in
Colorado" (2 CCR 408-1);
