The updated rules and <br />regulations establish clear and understandable standards for designating state floodplains that are a matter <br />of statewide concern. They also adopt the 100-year floodplain as a consistent base standard for state, <br />county and local jurisdictions under scientifically defensible and reproducible processes. <br /> <br />Sincerely, <br /> <br /> <br />__AL1\~ <br /> <br /> <br />Alan Taylor, P.E., CFM <br />Flood Management Program Manager <br /> <br /> <br />The updated rules and regulations were developed by CWCB staff with the assistance of a Project <br />Advisory Committee made up of invited technical members from multiple floodplain management <br />agencies including, FEMA, the Urban Drainage and Flood Control District, and county and city <br />government. I was honored to participate as a member of the committee and commend the open, positive <br />and productive working relationship CWCB staff fostered during the process. The process involved a <br />collaborative approach that permitted open discussion, constructive debate and a clear understanding of <br />the rules and regulations and their importance. The result is the regulatory document presented for your <br />consideration. It offers improved consistency for floodplain management state-wide demonstrating an <br />effective partnership between the state, other agencies and local jurisdictions. <br /> <br />Thank you for allowing me this opportunity to offer my support for the updated rules and regulations. <br />
