On behalf of the Colorado Association of Floodplain Managers
(CASFM), we encourage and fully support the approval of the referenced document.

As you know, CASFM was formed to provide a means of local representation on a state-wide
basis regarding policies and activities dealing with stormwater and floodplain management
within the State of Colorado. The organization also engages in professional and educational
activities that benefit the stormwater and floodplain managers within the State.

One of the primary issues continually addressed by our members relates to floodplain
management and protection. The "Rules" formulated by the Colorado Water conservation Board
provide all floodplain managers with the information necessary to promote safe and reasonable
floodplain management that will lead to better protection of Colorado citizens and their property.
Furthermore, since flooding is reported to be the foremost natural disaster responsible for both
human fatalities and property damage in Colorado, a sound flood protection and management
program is in the best interest of all Colorado citizens.

In summary, as Chair of CASFM, I wholehellltedly recommend the approval of the "Rules" and
believe that this document will promote wise floodplain management that will ultimately benefit
all residents of the State of Colorado.

>>: truly yours,

! ?;lfdi4rAn~

CASFM Chair
