<br />temporary developmentpennit fOf any application approved by city council
<br />subject to $uch conditions a$ the council may impose, A cenificate of
<br />compliance shall be required before flflal approval or any develormellt
<br />permit. The applicantshaU submit a certificate by af'!giSlered profe"ional
<br />engin~er that the proposal has been completcd in accordance with the
<br />approvcd plan and all conditions ha,c been satisfied, The city planm'r,
<br />within ten days after tile r~ceipt thereoLsh.Jl verify the ,ameand,iffound
