<br />INTRODUCTION <br /> <br />In 1978, officials of Elbert County, Colo., foresaw the need to <br />provide flood-prone-area information for use by both developers and by <br />citizens unaware of the possibility of flash floods along normally dry' <br />streams. Accordingly, the Elbert County Board of Commissioners and <br />the Colorado Water Conservation Board established a cooperative <br />program with the U.S. Geological Survey to map flood-prone areas in <br />Elbert County. Inexpensive, office-compiled flood-prone-area maps <br />lack the accuracy desired, whereas detailed flood studies of rural <br />areas would be too costly. Thus a compromise between the two methods <br />was chosen. Field surveys were made at many selected stream cross <br />sections and the resulting computations provided accurate 100-year <br />flood-level Information which was presented on enlarged quadrangle <br />base maps. Also prepared were this report, which gives background <br />information regarding the use of these maps, and a technical addendum, <br />which contains all cross-section data and a detailed discussion of the <br />methods used to make the hydraulic computations. <br /> <br />The maps, this report, and the technical addendum are available <br />from: <br /> <br />Elbert County land Use Administrator <br />County Courthouse <br />Kiowa, CO 80117 <br /> <br />The maps, report, and teChnical addendum may also be inspected at the <br />offices of the Colorado Water Conservation Board in Denver, Colo., and <br />the U.S. Geological Survey, Water Resources Division, In lakewood, <br />Colo. <br /> <br />The maps and explanatory texts were prepared by the U.S. Geolog- <br />ical Survey, Water Resources Division, Colorado District, under the <br />direction of J. F. Blakey, District Chief. The field work was done by <br />the U.S. Geological Survey; by the Kiowa Soil Conservation Service <br />District; by staff members of the Colorado ,Water Conservation Board <br />under the direction of l. F. lang, Chief, Flood Control and Conserva- <br />tion Section; and by Elbert County 'personnel under the direction of <br />Charles Kimsey, land Use Administrator. Access by survey parties to <br />the 93 stream cross sections was a most Important part of this pro- <br />ject.
