Box 580 <br />Fort Collins, CO 80525 <br /> <br />Community: City ofFort Collins, CO <br />Community No.: 080 I 02 <br />Panel Affected: 00 I I C <br />Effective Date of D <br />This Revision: EC I 7 2003 <br /> <br />I02-I-A-C <br /> <br />Dear Mayor Martinez: <br /> <br />This responds to a request that the Department of Homeland Security's Federal Emergency Management <br />Agency (FEMA) revise the effective Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) <br />report for your community in accordance with Part 65 of the National Flood Insurance Program (NFIP) <br />regulations. In a letter dated August I 1,2003, Mr. Chris Pauley, P.E., Anderson Consulting <br />Engineers, Inc., requested that FEMA revise the FIRM and FIS report to show the effects along Spring <br />Creek of updated cross-section alignments, topographic information, and floodway encroachments and of <br />construction of an inigation pond from approximately 4,300 feet downstream to approximately 1,600 feet <br />upstream of West Horsetooth Road. Although a portion of the revised reach is shown on the effective <br />FIRM for the unincorporated areas of Larimer Counh', this area was_annexed_by.the_City_ofFort_Collins. <br />TIiis request follows up on a Conditional Letter of Map Revision issued on April 4, 2000. In response to <br />Mr. Pauley's request, we issued a Letter of Map Revision (LOMR) on November 24,2003 (Case <br />No. 03-08-0612P). However, the effective dates on the letter and annotated copies ofthe FIRM panel, <br />profile panels, and Floodway Data Table were stamped incorrectly. Therefore, this LOMR revises and <br />supersedes the November 24 LOMR. <br /> <br />All data required to complete our review of this request were submitted with letters from Mr. Pauley. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and <br />in the effective FIS report. We have revised the FIRM and FIS report to modify the elevations, floodplain <br />and floodway boundary delineations, and zone designations of the flood having a I -percent chance of <br />being equaled or exceeded in any given year (base flood) along the revised reach of Spring Creek. As a <br />result of the modifications, the Base Flood Elevations (BFEs) for Spring Creek and the widths of the <br />Special Flood Hazard Area (SFHA), the area that would be inundated by the base flood, and the regulatory <br />floodway increased in some areas and decreased in other areas. The modifications are shown on the <br />enclosed annotated copies of FIRM Panel 001 I C; Profile Panels 28P, 29P, and 30P; and affected portions <br />of the Floodway Data Table. We have also modified the effective FIRM to update your community's <br />corporate limits in the revised area. This LOMR hereby revises the above-referenced panel of the effective <br />FIRM and the affected portions of the FIS report, both dated March 18, 1996. <br /> <br />Because this revision request also affects the unincorporated areas of Larimer County, a separate LOMR <br />for that community was issued on the same date as this LOMR. <br /> <br />The modifications are effective as of the date shown above. The map panel listed above and as modified <br />by this letter will be used for all flood insurance policies and renewals issued for your community. <br />
