Peak flows for urban areas were obtained in the COE study <br />by using rainfall frequency relationships from Technical Paper <br />No. 40, and applying the resulting hyetographs to unit hydro- <br />graphs developed for similar urban ill'eas. For drainage areas <br />having both urban and non-urban aredS, runoff hydrographG~'er'2 <br />routed and combined to obtain peak flo~s of different frequencies <br />at designated concentration points, such as those at the Teller - <br />El Paso county line. The above peak dlscharges were adopted for <br />an as yet preliminary Flood Insurance Study, E1 Paso County. 1983 <br />(Ref. 2). <br /> <br />In the present FIS study, the flooding potential of Uppe., <br />Fountain Creek, including Crystola Creek, was analyzed using SCS <br />methodology by means of the computer JH'c'gram TR-20 (Ref.. 3).
