In a letter dated January 22, 1997, Mr. Donald N. Taranto, P,E" Principal, TST, Inc., requested
that FEMA revise the FIRM, FBFM, and FIS report to show the effects of more detailed topographic
information along the Big Thompson River from approximately 1,340 feet downstream of West First Street
to approximately 710 feet downstream of Wilson Avenue, The more detailed topographic information was
based on data entitled "Request for a Conditional Letter of Map Revision for the Big Thompson River, "
prepared by Galloway, Romero & Associates, dated August 1996, submitted to support a Conditional Letter
of Map Revision (CLOMR) request (Case No, 96-08-363R). The revised existing conditions hydraulic model
and the more detailed topographic information submitted with that CLOMR request were used as the basis for
this revision request.

All data required to complete our review of this request were submitted with letters from Mr. Richard A.
Dvorak, TST, Inc,

We have completed our review of the submitted data and the flood data shown on the effective FIRM, FBFM,
and FIS report. We have revised the FIRM, FBFM, and FIS report to modify the floodplain and floodway
boundary delineations and zone designations of the flood having a I-percent chance of being equaled or
exceeded in any given year (base flood) along the Big Thompson River. As a result of the modifications, the
base flood elevations (BFEs) for the Big Thompson River increased in some areas and decreased in other
areas; the width of the Special Flood Hazard Area (SFHA), the area that would be inundated by the base flood,
increased in some areas and decreased in other areas; and the width of the regulatory floodway increased in
some areas and decreased in other areas. The modifications are shown on the enclosed annotated copies of
FIRM Panel(s) 080103 0010 C and 080101 0244 Band FBFM Panel(s) 080103 0010 and 080101 0244.
Profile Panel(s) 02P and 03P for the City of Loveland, Profile Panel(s) lOP through 13P for Larimer County,
and affected portions of the corresponding Floodway Data Tables were also modified. This Letter of Map
Revision (LOMR) hereby revises FIRM PaneI(s) 080103 0010 C and FBFM Panel(s) 080103 0010 and
affected portions of the FIS report for the City of Loveland, all dated January 18, 1984, This LOMR also
revises FIRM Panel(s) 080101 0244 Band FBFM Panel(s) 080101 0244, both dated April 2, 1979, and
affected portions of the FIS report for Larimer County, dated July 17, 1997,
