<br />rJittle Thompson River. Sedimentation is a problem in these <br />ponding areas with large amounts usually deposited arounrJ the <br />fire station. Sedimentation has also reportly plugged a culvert <br />under the Great Western Railroad Tracks. <br /> <br />The final drainage problem area i;; located in the vicini ty <br />of the elementary school. Runof f ou': of two rela t ively small <br />sub-basins drains down and flows around either side of the <br />elemE,ntary school and along county Road 21 (Quentine). The spI i t <br />flow then runs run off over the small bluff in several different <br />directions. These flow splits cause siqnificant erosion problem;; <br />north of Broad Street along Qunetine,. 'oauline, Olive, Norma and <br />Marjorie Avenues. Most of the runoff f:rom these tivO basins was <br />originally planned to flow into the [,il:t:le Thompson via drainage <br />waste ditches along County Road 21 (;)uent ine lWenue). flowever, <br />these ditches have not been properly maintained over the years <br />and grade of roads and intersections jave limited tjeir <br />usefullness. <br /> <br />One complicatinq factor to the analysis of drainage probl,~ms <br />in Milliken is the affect of the Little Thompson (Hillsboro) <br />Irrigation DitCh, which comes out of Hillsbm:o ResE!rvoir, upon <br />flood flows originating in the upper basin. During smaller <br />storms this ditch could divert most of the excess flows out of <br />the basin into a sump near the Dent caUroad junction. HO\.ever, <br />durinq large storms this ditch clogs up with sediment forcing <br />flood :flows to spread out along the di ';:ch and then ove rtop. This <br />causes flood runoff in areas which nonnally are not: anticipated <br />and once this runoff is out onto the re:~atively flat farm lands <br />just south of town it can eas ily spl it and find its way into any <br />one of the three main intermittent streams. <br /> <br />D~nages <br /> <br />Accordinq to the Reporter-Herald, Milliken Fire Chief Jerry <br />Kilgore, "estimated that the floodinq caused at least $5,000 <br />damage." Most of the damage was caused by standinq water, which <br />flooded several homes and businesses, and the deposition of larqe <br />amounts of sediment. The only notab::..'o' exception to this \.as the <br />street erosion that occurred near the elementary school. Also, <br />portions of driveway~: were v;ashed out in the street erosion area <br />as well. <br /> <br />The primary recovery costs involved clean-up expenses and <br />repair of erosion damage. No major f'itructural damages we):e noted <br />anywhere in town and there were no inj uries or deaths. <br /> <br />solutions for Investigation~: <br /> <br />The biggest single drainage probl,,,rn at Milliken is the lack <br />of a well defined drainage path to the Little Thompson RivE,r. <br />'rhe solution to Milliken's drainage problems invol,re acquisition, <br />development and maintenance of a 'veIl defined drainage path to <br />the r~ittle Thompson river.
