<br />SECTION I <br />JB::XECUTIVE SUMMARY <br /> <br />fnrpose of Report <br /> <br />The objective of this project is to develop a Flood Hazard Mitigation Feasibility Study and prepare <br />portions of a [mal report to assist tile City of Sterling and Logan County with the preparation of a full <br />application for the Hazard Mitigation Grant Program (HMGP). The completed appli(:ation (technical <br />information included) must satisfy all of the FEMA requirements in order for the community to be <br />eligible to receive federal grant money for project implem'~ntation. <br /> <br />Authorization <br /> <br />Work on this project was authoriz(:d and funded jointly by the Colorado Water Conservation Board, <br />the City of Sterling, and Logan County, Colorado. The study was contracted through the Colorado <br />Water Conservation Board in an agreement dated December 8, 1996, with ICON Engineering, Inc. <br />(ICON). Portions of the work were completed under a separate contract with the Omaha Corps of <br />Engineers. <br /> <br />~ <br /> <br />ICON was requested to perform fie:id investigations., techrlical analyses, report writing, and other tasks <br />necessary to complete selected portions of the desired engineering proj(:ct. Completion of this project <br />was through a cooperative effort by ICON, the CWCB, the City of Sterling, Logan County, and the <br />Omaha District of the U.S. Army Corps of Engineers.
