LOCAL REQUEST FOR DESIGNATION ,WHEREAS, Arapahoe County, Colorado has requested that the Colorado Water Conservation Board take formal action on the floodplain information contained in said report with included maps dated August 1977; and , c.R.S AUTHORITY WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, requires the Colorado Water Conservation Board to assist in the prevention of floods and flood damages therefrom; and WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised Statutes, provide that legislative bodies of local jurisdictions may provide zoning regulations for land uses on or along any storm or floodwater runoff chanriel or basin only after designation and approval by the Colorado Water Conservation Board; and WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, directs the Colorado Water Conservation Board to designate and approve storm or floodwater runoff channels or basins and to make such designations available to legislative bodies of local jurisdictions; and 'COMPLIANCE WITH CWCB TECHNICAL STANDARDS WHEREAS, the approximate floodplain information in said report with included maps for stream reaches in Arapahoe County as listed in Table 2 was the best regulatory floodplain information at the time of the study but did not meet the Board's "Rules and Regulations for the Designation and Approval of Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1) during the time in which said report was effective; and WHEREAS" the Colorado Water Conservation Board produced a report entitled "Guidelines for Determining 1 OO-year Flood Flows for Approximate Floodplains in Colorado" (Guidelines) that provides basic hydrology information for certain streams within Arapahoe County and other portions of the state; and WHEREAS, the availability of the hydrology Guidelines, 'as they apply to certain approximate floodplain reaches in Arapahoe County, now provide a means for those certain floodplain reaches to meet the Board's "Rules and Regulations for the Designation and Approval of Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and WHEREAS, the detailed floodplain information in said report with included maps for stream reaches in Arapahoe County as listed in Table 3 meets the ':requirements for detailed floodplain information as listed in the Board's "Rules and Regulations for the Designation and Approval of Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408- I), based on a cursory review only by the CWCB staff; and ' WHEREAS, the approximate and detailed floodplain information contained in said report with included maps has been superseded by more current Flood Insurance Studies or floodplain 3
