Scope of Study: Alternatives considered were limited to those techniques that could <br />restore and preserve aquatic areas and develop terrestrial habitat on the site and meet the <br />objectives of the project. All project features would be constructed on State-owned land. <br />Approximately 410 acres have been identified as potential areas for enhancement. This land is <br />currently known as the California Bend State Wildlife Refuge, as shown on Exhibit 1 and 2. <br /> <br />Engineering and environmental studies were conducted for this project. Hydraulic and <br />floodplain analyses were completed for several pilot channel alternatives, as well as for a <br />backwater/wetland complex alternative. An alternate water supply analysis was also completed <br />to evaluate the feasibility of providing water to the site from a tributary at the north end of the <br />project area. <br /> <br />Field reconnaissance was completed to inventory present vegetative and wildlife habitats. <br />Additional field observations should be performed during the monitoring phase following <br />construction to inventory fish and wildlife habitat and habitat utilization. These surveys would <br />be used to evaluate post -construction performance and the overall success of the proposed <br />project. Cultural resource surveys were conducted to determine whether any significant cultural <br />resources are located within the project area. <br /> <br />h. Report Fonnat: As part of the Missouri River Fish and Wildlife Mitigation Project, <br />a fact sheet was developed in 1994 to present a conceptual site development and preliminary cost <br />estimate for approval by the Missouri River Division, Corps of Engineers (CEMRD). The fact <br />sheet was approved by CEMRD in February, 1994. This DPR presents refinements to the <br />original fact sheet and is being submitted to CEMRD for approval to complete final plans and <br />specifications for the site development plan. It consists of two volumes. The first volume <br />contains the Definite Project Report, and Volume 2 contains engineering and technical <br />appendices. <br /> <br />The study purpose, authority, problems and opportunities, goals and objectives, and study <br />scope are presented in Section 1 of this DPR. Section 2 provides the basis for selection of the <br />California Bend site for mitigation development. The existing environment of the site to be <br />potentially affected by the project is described in Section 3. Section 4 details the objectives of <br />the proposed project. Design and construction considerations are discussed in Section 5. <br />Section 6 presents the alternative project plans, and Section 7 evaluates those alternatives with <br />respect to engineering, social, economic, and environmental features. Section 8 describes the <br />selected plan and provides design and construction details. The environmental effects of the <br />selected plan are described in Section 9, which also includes the Biological Assessment prepared <br />for compliance with the Endangered Species Act. <br /> <br />The proposed evaluation plan is presented in Section 10; and operation, maintenance, <br />repair, and rehabilitation considerations and responsibilities are discussed in Section 11. A <br />detailed cost estimate of all project features, including construction, operation, maintenance, <br />repair and rehabilitation, and monitoring, is presented in Section 12.
