<br />A legal notice was placed in the Florence Citizen one day a <br />week for three consecutive weeks beginning October 29, 1979, <br />to notify all interested persons of the beginning of the study <br />and its objectives and to solicit any relevant facts and <br />technical data concerning local flood hazards. <br /> <br />Federal, State, and local agencies were contacted regarding <br />the availability of any reports, studies, or investigations <br />which may contain some information relative to flooding <br />problems in the community. Information was received from <br />FEMA, CWCB, and the U.S. Army Corps of Engineers, Albuquerque <br />District. <br /> <br />During the course of the study, the results of hydrologic <br />analyses and flood elevations and boundaries, prepared by the <br />U.S. Army Corps of Engineers, were reviewed. As a result of <br />the review and coordination with FEMA and the CWCB, portions <br />of the information and supplied by the U.S. Army Corps of <br />Engineers were used in this Flood Insurance Study. <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />This Flood Insurance Study covers the incorporated areas of <br />the City of Florence, Fremont County, Colorado. <br /> <br />The limits of detailed and approximate <br />were determined by FEMA with community <br />consultation at the meeting in June 1979. <br /> <br />studies in Florence <br />and study contractor <br /> <br />Floods caused by overflow of the Arkansas River, Coal Creek, <br />and Oak Creek were studied in detail with the corporate limits <br />of Florence as determined by FEMA. <br /> <br />The areas studied by detailed methods were selected with <br />priori ty given to all known flood hazard areas and areas of <br />proj ected development or proposed construction for the next <br />five years, through January 1985. The scope and methods of <br />study were proposed to and agreed upon by FEMA and the City of <br />Florence. <br /> <br />2.2 Community Description <br /> <br />The City of Florence is located in south-central Colorado in <br />the eastern portion of Fremont County approximately 38 miles <br />southwest of Colorado Springs, Colorado. The total land area <br />contained within the corporate boundaries is 1.3 square miles. <br />The 1970 U.S. Census reported the population of Florence to be <br />2,846 (Reference 1). Economic activities of the area include <br />cattle ranching, some small scale mining, primarily for coal, <br />and tourism. The Colorado State Penitentiary and the Royal <br />Gorge of the Arkansas River, a major tourist attraction, are <br />located at Canon City, 11 miles to the west. <br /> <br />- 2 - <br />
