A legal notice was placed in the Florence Citizen one day a
week for three consecutive weeks beginning October 29, 1979,
to notify all interested persons of the beginning of the study
and its objectives and to solicit any relevant facts and
technical data concerning local flood hazards.

Federal, State, and local agencies were contacted regarding
the availability of any reports, studies, or investigations
which may contain some information relative to flooding
problems in the community. Information was received from
FEMA, CWCB, and the U.S. Army Corps of Engineers, Albuquerque
District.

During the course of the study, the results of hydrologic
analyses and flood elevations and boundaries, prepared by the
U.S. Army Corps of Engineers, were reviewed. As a result of
the review and coordination with FEMA and the CWCB, portions
of the information and supplied by the U.S. Army Corps of
Engineers were used in this Flood Insurance Study.

2.0 AREA STUDIED

2.1 Scope of Study

This Flood Insurance Study covers the incorporated areas of
the City of Florence, Fremont County, Colorado.

Floods caused by overflow of the Arkansas River, Coal Creek,
and Oak Creek were studied in detail with the corporate limits
of Florence as determined by FEMA.

The areas studied by detailed methods were selected with
priori ty given to all known flood hazard areas and areas of
proj ected development or proposed construction for the next
five years, through January 1985. The scope and methods of
study were proposed to and agreed upon by FEMA and the City of
Florence.

2.2 Community Description

The City of Florence is located in south-central Colorado in
the eastern portion of Fremont County approximately 38 miles
southwest of Colorado Springs, Colorado. The total land area
contained within the corporate boundaries is 1.3 square miles.
The 1970 U.S. Census reported the population of Florence to be
2,846 (Reference 1). Economic activities of the area include
cattle ranching, some small scale mining, primarily for coal,
and tourism. The Colorado State Penitentiary and the Royal
Gorge of the Arkansas River, a major tourist attraction, are
located at Canon City, 11 miles to the west.
