In a letter dated October 2,2000, Mr. David R. Gonnan, P.E.,
MVE, Inc., requested that FEMA revise the FIRM to show the effects of more detailed topographic
information to reflect existing channel conditions along Black Squirrel Creek, from approximately
3,600 feet upstream to approximately 5,600 feet upstream of the confluence of Snipe Creek.

All data required to complete our review ofthis request were submitted with letters from Mr. Dan
Bunting, P.E., Regional Floodplain Administrator, Pikes Peak Regional Building Department and
Mr. Gonnan. Because this Letter of Map Revision (LOMR) is being issued to address the effects of
natural changes within a Special Flood Hazard Area (SFHA), the area that would be inundated by the
flood having a I-percent chance of being equaled or exceeded in any given year (base flood), fees were
1 not assessed for the review.

We have completed our review of the submitted data and the flood data shown on the effective FIRM.
We have revised the FIRM to modify the floodplain boundary delineations along Black Squirrel Creek
from approximately 3,600 feet upstream to approximately 5,600 feet upstream of the confluence of Snipe
Creek. As a result of the modifications, the width of the SFHA for Black Squirrel Creek increased in
some areas and decreased in other areas, The modifications are shown on the enclosed annotated copies
of FIRM Panels 08041C 0325 F and 0350 F. This Letter of Map Revision (LOMR) hereby revises the
above-referenced panels of the effective FIRM dated March 17, 1997.

This LOMR is based on minimum floodplain management criteria established under the NFIP. Your
community is responsible for approving all floodplain development and for ensuring all necessary penn its
required by Federal or State law have been received. State, county, and community officials, based on
knowledge of local conditions and in the interest of safety, may set higher standards for construction in
the SFHA. Ifthe State, county, or community has adopted more restrictive or comprehensive floodplain
management criteria, these criteria take precedence over the minimum NFIP criteria.
