<br />tributary to the San Miguel River, a gas pipeline was damaged by <br />a record flow that caused overbank flooding to occur on the San <br />YJiguel River, in the reach belo~l Naturita; Tabeguache Creek, a <br />tributary to the San Miguel River, also contributed to the heavy <br />flows upstream of Uravan, Colorado. As a result of these combined <br />heavy. inflows, in the community of Uravan levees were damaged and <br />a number of homes received up to six inches of water over their <br />floors. Below this point minor road damage was the only item reported. <br /> <br />22. In the Gunnison River Watershed tributary stream overflow in <br />the vicinity of Delta, Colorado, damaged roads, irrigation faCilities, <br />pasture and some livestock. The Uncompahgre River in the CUray, <br />Colorado, area daJnaged city owned hot water and sewer lines, and <br />threatened motels and trailer parks. Below RidgWay, Colorado, daJn- <br />ages occurred to roads, bridges, headgates, and irrigation facilities. <br />Upstream of Montrose, Colorado, minor overbank flooding damaged <br />roads, bridges and pasture. In the area of Delta, Colorado, over- <br />bank flooding of the Uncompahgre River damaged some homes, railroad <br />property, and closed some city streets in the lower section of town. <br /> <br />23. Emergency repair and restoration. - Emergency repair and <br />restoration work under continuing authorities available to the <br />Corps of Engineers was undertaken at two localities in the San <br />Juan River Basin following the September 1970 floods. Unde.r the <br />authority of Public Law 99-84, three applications for Federal <br />assistance were received and found to be eligible. The eligible <br />applications included major repair work for the cOllumlllity of <br />Bluff, Utah, and for levee repair work on the Animas River above <br />the city of Durango Colorado. The estimated cost of repair and <br />restoration work required in the San Juan-Colorado Subregion as a <br />result of the September 1970 floods was about $85,000. <br /> <br /> <br />24. Public Law 875-81 provides Federal assistance in the essential <br />repair of daJnaged public facilities when a major disaster declara- <br />tion is made by the President. Under the authority of that legis- <br />lation and established administrative procedures, repair and <br />restoration of flood-damaged facilities was undertaken by the Corps <br />of 5ngineers in various localities in the Upper Colorado Region at <br />the request of the Office of Emergency Preparedness and local <br />governloontal agencies. Major type of work contracted involved <br />restor"tion of sanitation and Hater supply facilities at an estimated <br />cost of $132,000. Repair and restoration work Ims done for 14 <br />local governmen~al agencies at an estimated cost of $78,000. In <br />addi tion, the Sacralnento District provided engineering services in <br />connection with 80 project applications for reimbursement under <br />the provisions of Publi.c Law 875-81 and for 24 projects under Public <br />Law 91-79 which pro'nded approximately $15,000 in Federal assistance <br />for removal of debris from public and private lands. The services <br />performed consisted of rev.Lew of eligibility, field inspections, <br />preparation of cost estimates, and final inspection of cOlnpleted <br />work. <br /> <br />14 <br />
