<br />/ <br /> <br />.. <br /> <br />Mr. Kent Gumina <br />January 11. 1989 <br />Page Two <br /> <br />In order to compare apples to apples the (MCQWD) has to be <br />compared to the rehabilitated system which further treats the <br />water to remove the total disolve solids and provide water <br />quality similar to (MCQWD). This requires an expenditure of <br />$754.000 and cost a monthly $31.95 per tap. This solution <br />solves all the problems and leaves the community with a locally <br />controlled, expandable system. <br /> <br />We are reluctant to recommend the cheaper rehabilitated <br />system by itself. Our opinion is that users are going to be <br />disappointed to have spent $254,000 and have water that still <br />has some problems with being aesthetically suitable for human <br />consumption. However. we are also appalled at the relatively <br />high cost of finalizing a system that would provide high <br />quality water in the proper quantity. We therefore suggest the <br />following program. <br /> <br />That the results of the investigation be presented to the <br />users at a pUblic hearing. The users be fully advised of the <br />short comings of the "rehabed" system and that they be given <br />the choice of how mUCL to spend and how to proceed. The <br />Village adopt a long range plan to update the system, to <br />provide the quality of water desired by the users. <br /> <br />If the "rehabed" system is chosen. the users should plan to <br />implement the fully treated system at a future date. The <br />system then will supply the desired quality of water. This <br />could be accomplished by doing the basic rehab system now and <br />then adding a monthly surcharge to build financial reserves to <br />facilitate future funding for improvements. <br /> <br />The Engineers have not assured us that the drilling of new <br />wells will guarantee the removal of "Iron Bacteria". Health <br />Dept. input on this item is desired and some guarantees from <br />the Engineer should be obtained before the large sum of money <br />is spent on a scheme that may not obtain the desired results. <br />The maintenance required to purge and free a system of Iron <br />Bacteria should be discussed and a firm commitment by the <br />village to provide the future maintenance needed to preserve <br />the system should be required. <br />
