PPOO-2

FEDERAL EMERGENCY MANAGEMENT AGENCY
EMERGENCY MANAGEMENT INSTITUTE'S
HIGHER EDUCATION PROJECT

.

One of the goals of the Federal Emergency Management Agency (FEMA) is to encourage and support the
spread of hazards, disasters, and emergency management-related education in colleges and universities
across the United States. FEMA believes that in the future more and more emergency managers in
government as well as in business and industry will come to the job with a college education that includes a
degree in emergency management.

FEMA's Emergency Management Institute (EMI), in Emmitsburg, Mary land, which focuses on providing
skills-based training to existing emergency management personnel, has undertaken several projects with the
aim of promoting college-based emergency management education for future emergency managers.

The Emergency Management Institute developed its own outline of a potential emergency management
curriculum consisting of a series of classroom based, upper division (junior/senior), baccalaureate-level
courses. Each course is in the form of an Instructor Guide in sufficient detail to enable an informed
instructor to teach the course at the upper division level with a minimum of additional work outside of
becoming familiar with the recommended course materials. The courses currently available included:

Business and Industry Crisis Management
Emergency Management Principles and Application for Tourism, Hospitality and Travel
Management Industries
Individual and Community Disaster Education
Political and Policy Basis of Emergency Management
Principles and Practice of Hazard Mitigation
Public Administration and Emergency Management
Research and Analysis Methods in Emergency Management
Social Dimensions of Disaster
Sociology of Disaster
Technology and Emergency Management

.

Courses under development include:

Building Disaster Resilient Communities
Disaster Response Operations and Management
Earthquake Ha~ard Management and Operations
Emergency Management for the Fire Community
Emergency Management Skills and Principles
Ha~ards, Disasters and Emergency Management - An Introduction
Living In a Hazardous Environment
Terrorism and Emergency Management (forthcoming)
Hazards Risk Assessment
Vulnerability Approach to Emergency Management

Each course is available for download at no cost from the Higher Education Project web site at:

www.fema.~ov/emiledu/hi2her.htm A Cd-rom containing all the Emergency

Management Bachelor Degree courses is available through the National Technical Information Service
(NTIS).
