Jencsok <br />Colorado Water Conservation Board <br />823 State Centennial Building <br />1313 Sherman <br />Denver, Colorado 80203 <br /> <br />Re: Contract No. H-4016 <br />Douglas County Studies <br /> <br />Dear Mr. Jencsok: <br /> <br />We are doing flood insurance studies for HUD on the Plum Creek <br />Drainage Basin in Douglas County, Colorado. <br /> <br />Based on our evaluation of various hydrologic methods, discussion <br />with representatives of HUD and other agencies and the availability <br />of information, we have decided to use the Synthetic Hydrograph <br />Method (SCS National Engineering Handbook) in our work. <br /> <br />With the cooperation of SCS, we were able to utilize a considerable <br />amount of information from their unpublished studies of the area. <br />Two programs, WSP2 and TR20 developed by SCS, were used to compute <br />the water surface profile and peak discharges. Technical Manual. <br />No.1 (USGS) was also used to estimate and compare the peak dis- <br />charges.
