The area between the floodway and the boundary of the lOa-year flood
is termed the floodway fri~ge. The floodway fringe thus e~compasses
the portion of the flood plain that could be completely obstructed
without increasing the water-surface Glevation of the laO-year flood
more than 1.0 foot at any point. Typical relationships between the
flood~ay fringe and their significance to flood plain development
are shown in Figure 2.

Delineation of flood~ays in the lower area of Dry Creek, from the
railroad crossing to a distance approximately 300 feet upstream from
the U.S. Highway 40 bridge and the area above the county road
crossing just west of the county fairgrounds, were determined to be
inappropriate on the basis of surcharge from water pondi~g upstream
of conveyance structures.

I.

1 aO-YEAR FLOOD PLAIN

-I

F LOODWA Y
FRINGE

FLOOD ELEVATION WHEN
CONFINED WITHIN FLOODWAY

AREA OF FLOOD PLAIN THAT COULD
BE USED FOR DEVELOPMENT BY
RAISING GROUND

FLOODWAY

FLOODWAY
FRiNGE

STREAM
CHANNEL

D

"",7
FLOOD ELEVATION
BEFORE ENCROACHMENT
ON FLOOD PLAIN

LINE AS IS THE FLOOD ELEVATION BEFORE ENCROACHMENT.
LINE CD IS THE FLOOD ELEVATION AFTER ENCROACHMENT.
.SURCHARGE (S NOT TO EXCEED 1.0 FOOT (FIA REQUIREMENTl OR LESSER AMOUNT IF SPECIFIED BY STATE.

Figure 2.

5.0 INSURANCE APPLICATION

Floodway Schematic

In order to establish actuarial insurance rates, the Federal Insurance
Adninistration has developed a procRSS to transform the data from the
engineering study into flood insurance criteria.
