<br />FOREWORD <br /> <br />During the special session which followed the flood disasters <br />of last June, the General Assembly directed the Legislative Council <br />to conduct "a study of the ways and means the State of Colorado should <br />follow in prepairing on a permanent. basis to meet disasters of all <br />types," with a report thereon to be submitted to the Second Flegular <br />Session of the Forty-fifth General Assembly. The members of the com- <br />mittee created by the Council to carry out t.his assignment included; <br /> <br />Representative Kenneth Monfort, <br />Chairman <br />Senator Anthony F. Vollack, <br />Vice Chairman <br />Senator John R. Bermingham <br />Senator Roger Cisneros <br />Senator Vincent Massari <br />Senator Wilson Rockwell <br /> <br />Representative Lowell B. Compton <br />Representative Jdseph Gollob <br />Representative Bill Gossard <br />Representative Harrie E. Hart <br />Representative Tom Jordan <br />Representative Gerald Kopel <br />Representative C. P. Lamb <br />Representative Betty Miller <br /> <br />Senator Floyd Oliver, chairman of the Legislative Council, also served <br />as an ex officio member of the commit.tee. <br /> <br />The Legislative Council's Committee on Disasters held a <br />series of meetings with state, local, and federal officials, as well <br />as individual citizens, to obtain information on the June flood dis- <br />asters -- in Denver on July 23, August 23, September 9, and October <br />13, and in Lamar on August 4. The assistance provided the committee <br />and the staff by these officials and other interested individuals is <br />gratefully acknowledged. <br /> <br />Phillip E. Jones, senior research analyst for the Legislative <br />Council, had the primary respon!,ibility for the research work con- <br />nected with the committee's study, aided by Roger M. Weber, research <br />assistant. Miss Clair T. Sippel, Secretary of the Legislative Refer- <br />ence Office, provided the bill drafting services for the committee. <br /> <br />November 23, 1965 <br /> <br />Lyle C.
