<br />AMENDMENT OF SENATE AND HOUSE RULES TO PROVIDE SUCCESSION <br />TO OFFICE OF THE PRESIDENT PRO TEM AND THE OFFICE OF THE <br />SPEAKER OF THE HOUSE OF REPRESENTATIVES WHEN GENERAL ASSEM- <br />BLY IS NOT IN SESSION - PURPOSE TO INCREASE THE NUMBER OF <br />OFFICIALS SUCCEEDING TO POWERS AND DlITIES OF GOVERNOR IN <br />PROVIDING FOR CONTINUITY OF GOVE:RNMENT, <br /> <br />AMENDMENT TO SENATE RULES - Amend Senate RulEl 12 - PRESIDENT AND PRE- <br />SIDING OFFICERS - by adding new subsection (el): <br />(d) At the beginning of each regular session convening after a <br />general election, and at such other times as may be necessary, the <br />senate shall, by a majority vote of all members elected, designate a <br />succession from its members who, in o:~der of succession, as acting <br />president pro tern, shall exercise. all the powers and duties of the <br /> <br />president pro tern only in the event of the death, resignation, disa- <br />bility, or absence from the statE! of the president pro tern when the <br />senate is not in session, but the exercise of such powers and duties <br />by the acting president pro tern shall continue only until the senate <br />shall meet or until the disability or absence from the state of the <br /> <br />prE!sident pro tern is removed, which ever shall occur first; provided, <br />that in accordance with the provisions of section 15 of article IV of <br />the state constitution, the duties of the governor, under circum- <br />stances prescribed in said section Ei, shall first devolve upon the <br />speaker of the house of representatives before they shall devolve <br />upon any such acting president pro tl!m who i.s exercising the powe:rs <br />and duties of the president pro tern as herei.nabove provided. <br /> <br />AMENDMENT TO HOUSE RULES - Amend House Rule 2 - ORGANIZATION - by <br />adding new subsection (g): <br /> <br />(g) By election, designate a succession from its members who, <br /> <br />in order of succession, as acting speaker, shall exercise all the <br /> <br />powers and duties of the speaker only in the event of the death, <br />resignation, disability, or absence from the state of the speaker <br /> <br />xxvi <br />
