<br />Floods larger than the I DO-year flood can occur on the Arkansas River and the City may <br />be subject to risks from such floods. Floods were experienced in the summer of 1993 throughout <br />the Midwest that in fact exceeded the design capacity of their levees. <br /> <br />The interior ponding areas used to pond interior drainage runoff until the Arkansas River <br />Hooding recedes are outside the corporate limits of the City and have relatively low valued <br />agricultural use. These are shown on Figure t. Damages are low and limited mainly to <br />temporary inconvenience and nuisance. These interi.or ponding areas were designed for the <br />Corps' I hour, 25-year interior storm volume. A Hood profile is not required for the ponding <br />areas due to a level water surface in the ponding area during a flood event. <br /> <br />FINDINGS <br /> <br />The Board staff finds that this project meets the Board sllmdards for a Hood control <br />project. The Board staff recommends that the Hoodplain areas described in this Report be <br />recognized as the IOO-year floodplain for Las Animas and the floodplain be considered for <br />designation and approval by the Board. <br /> <br />Recommendations are: <br /> <br />a) Designate and approve that there is no ] DO-year Hoodplain within the corporate limits <br />of the City of Las Animas and unincorporated Be:nt County areas south of the right bank levee <br />along the Arkansas River as shown in this Report and as described in the section titled "POST- <br />PROJECT FLOODED AREAS"; <br /> <br />b) Designate and approve that there is no I aD-year Hoodplain within the unincorporated <br />Bent County areas north of the left bank levee along the Arkansas River as shown in this Report <br />and as described in the section titled "POST-PROJECT FLOODED AREAS"; <br /> <br />c) Rescind the U.S. Department of Housing and Urban Development, January 16, 1976, <br />Flood Hazard Boundary Map for the City of Las Animas. <br /> <br />The Board's designation and approval action will not require any changes in the City's <br />floodplain management program and will not affect the status of the June 26, 1985 determination <br />by the Federal Emergency Management Agency that no Special Flood Hazard Areas existed at <br />that time within the corporate limits of the City and tbat no map would be published. <br /> <br />11 <br />
