<br />FLOOD INSURANCE STUDY <br />TOWN OF SILVERTHORNE, SUMMIT COUNTY, COLORADO <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study revises and updates a previous Flood Insurance Study/Flood <br />Insurance Rate Map for the Town of Silverthorne, Summit County, Colorado. This <br />information will be used by the Town of Silverthorne to update existing floodplain <br />regulations as part of the Regular Phase of the National Flood Insurance Program (NFIP). <br />The information will also be used by local and regional planners to further promote sound <br />land use and floodplain development. <br /> <br />In some states or communities, floodplain management criteria or regulations may exist <br />that are more restrictive or comprehensive than the minimum Federal requirements. In <br />such cases, the more restrictive criteria take precedence and the State <br />(or other jurisdictional agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority for this Flood Insurance Study are the National Flood Insurance <br />Act of 1968 and the Flood Disaster Protection Act of 1973. <br /> <br />The hydrologic and hydraulic analyses for the original study were performed by Gingery <br />Associates, Inc., for the Federal Insurance Administration (PIA), under Contract <br />No. H-4549. This work, which was completed in September 1978, covered all significant <br />flooding sources affecting the Town of Silverthorne. <br /> <br />The hydrologic and hydraulic analyses for the restudy were performed by Simons and <br />Associates, Inc., for the Federal Emergency Management Agency (FEMA), under <br />Contract No. EMD 97-CO-OO31. This study was completed in October 1998. <br /> <br />1. 3 Coordination <br /> <br />For the original study, community base map selection and the identification of streams <br />requiring detailed study were accomplished in a meeting attended by representatives from <br />the FIA, the study contractor, the Colorado Water Conservation Board, and the Town of <br />Silverthorne on May 12, 1977. The Summit County Planning Commission and Backlund <br />Surveys, Frisco, Colorado, also provided assistance in gathering information for this <br />report. <br /> <br />During the course of the original study, hydrologic procedures, flood elevations, flood <br />boundaries, and floodway delineations were reviewed with officials of the Colorado Water <br />Conservation Board and the FlA. <br /> <br />The final community coordination meeting was held on February 21, 1979, and was <br />attended by representatives of the PIA, the study contractor, and the Town Planning <br />commission. All problems raised at the meeting were resolved in this study. <br />
