<br />G. Interpretation of official maps. Where interpretation is needed as <br />to the exact location of the boundaries of floodplains or <br />subdi visions thereof, the Adminis tra tor may make the necessary <br />interpretation by referring, as necessary, to the engineering study <br />upon which the maps and elevations are based, to the professional <br />engineers who prepared the study, to the Colorado Water <br />Conservation Board and/or to the Federal Emergency Management <br />Agency. If available, the base flood elevations, as shown on the <br />flood profiles and in the elevation tables, shall be the governing <br />factor in determining accurate boundaries and shall take precedence <br />over the boundaries shown on the maps. <br /> <br />H. Warning and disclaimer of liability. The degree of flood <br />protection required by this chapter is considered reasonable for <br />regulatory purposes and is based on scientific and engineering <br />considerations, Larger floods can and will occur on rare <br />occasions, Flood heights may be increased by manmade or natural <br />causes, This chapter does not imply that land outside the areas of <br />special flood hazard or uses permitted within such areas will be <br />free from flooding or flood damages. This chapter shall not create <br />liability on the part of the Town of Frisco, any officer or <br />employee thereof or the Federal Emergency Management Agency or the <br />Colorado Water Conservation Board for any flood damages that may <br />result from reliance on this chapter or any administrative decision <br />lawfully made thereunder, <br /> <br />97-7. Use regulations. <br /> <br />A. General standards. The following standards shall apply in all <br />areas of special flood hazard: <br /> <br />(1) Prohibited uses, No development or alteration in, on or over <br />areas of special flood hazard which alone or cumulatively <br />with other such uses would cause or result in: <br /> <br />(a) The storing or processing of materials that are <br />buoyant, flammable, explosive, radioactive or otherwise <br />potentially injurious to human or plant life. <br /> <br />(b) The disposal of garbage or other solid or liquid waste <br />materials. <br /> <br />(c) The potential of substantial solid debris or waste <br />being carried downstream. <br /> <br />(2) Utilities <br /> <br />(a) All new and replacement water supply systems shall be <br />designed to minimize or eliminate infiltration of <br />floodwaters into the system. <br /> <br />(b) New and replacement sanitary sewage systems shall be <br />designed to minimize or eliminate infiltration of <br />floodwaters into the systems and discharge from the <br />systems into floodwaters. <br /> <br />Page 10 <br />
