report is based upon information on r~inf~ll, runoff, historioal
flood rocords, existing concentratio~s of devolopment, stre~~
condition~, ~~d other hydrologi~al f~otors whioh bear upon the
o~currence end ei'e of floods in the Pueblo ~rea. ~a~ development,
l~~d use cha~ges, bridges ~cro.s the ~hannals, end channel o:taro-
tions i~cluding construction of ras8rvoirs ~re a few of the faotors
that would affect the amount of runoff re~ohing the streams and
their oap~city to convey the flood flows. Exp~nsio~ of developments
in large ~rsas of the wdtershsds studied or c~nstruction of wdter

to w~uent futun reviews and possible a~,endment of this report.
The report covers two ~ignific~nt phases of the flood
problems arising in the eubject w~terahed5. First, it brings to_
gether such reoords a. ~re dv~ilable of past floode in the areas
considered and, seoond, it treats probeble future floods, namely:

rare occurrenCe that, on most streams, are consider~bly larger than
any floodo experienced in the past.
In problems conoerned with the plan~ing e~d manege~ent
of dsvelo~ment in the flood plains of Wild Horse.Dry Creek, Dry
Creek, and Goodnight Arroyo, the possible futurs ooc~rrence of
floods the size of the Intermediate Regional flood ~nd the Stendard
PreJect Floed should be considered.
The roport contains ~~po, profiles, end c~oos soctions
which indioate the e~tent of flooding that may occur in the futuro
in the 9tre~m reaches studied. This should prove helpful in pl~n_
ning wiss use of the floed ploins. From the maps a~d profiles, tho
depth of pcob~ble flooding by the Intermedi~te Region~l or Standard
Project flood at any location may bs estimatad. With this inform~_
tion, floor levels for buildings mey be planned high onough to avoid
flood dam~ge or, if at lo~er olovatione, with recognition of the
chanee and hazarde of flooding that are being taken.
The report does not include pl~ne for the solutioh of
flood ~rohleme. Rather, it is intended to provide the baSis for
further study ~nd planning on the part of the city of Pueblo and
ths Pueblo Regional Plar>ning Commission. In developing lo~~l plan-
ning progcams, considor~tion sho~ld be given to providing instruc_
tions for dio~atsr operations, oontrolling deuelopments in the
flood plain through zoning and subdivision regulations, and includ_
in~ appropriate structural adaptations in building codes. The
combining of nonstructur~l oontrol measures with constcuction of
flood protection works gener~lly oonstitutes the most effeotive
~p~roach to flood loss ",,,n~gement.
The Albuquerque District of the Corps of Engineers
