In a letter dated November 19, 1999,
Mr. Dan Bunting, Regional Floodplain Administrator, Pikes Peak Regional Building Department, requested
that FEMA revise the FIRM to show the effects of a detailed hydrologic and hydraulic analysis that
incorporated more detailed topographic information to reflect existing watershed conditions along Black
Squirrel Creek from just upstream to approximately 5,000 feet upstream of McDaniels Road and along an
unnamed tributary to Black Squirrel Creek (unnamed tributary) from its confluence with Black Squirrel
Creek to approximately 2,000 feet upstream.

All data required to complete our review of this request were submitted with letters from Mr. Leonard A.
Beasley, Project Engineer, Leigh Whitehead & Associates, Inc., and Mr. Bunting. Because this Letter of
Map Revision (LOMR) is based on flood hazard information meant to improve upon that shown on the flood
map or within the flood study, and does not partially or wholly incorporate manmade modifications within
the Special Flood Hazard Area (SFHA), the area that would be inundated by the flood having a I-percent
chance of being equaled or exceeded in any given year (base flood), fees were not assessed for the review.

We have completed our review of the submitted data and the flood data shown on the effective FIRM. We
have revised the FIRM to modify the floodplain boundary delineations of the base flood along Black Squirrel
Creek from just upstream to approximately 5,000 feet upstream of McDaniels Road and along the unnamed
tributary from its confluence with Black Squirrel Creek to approximately 2,000 feet upstream. As a result
ofthe modifications, the widths of the SFHAs for Black Squirrel Creek and the unnamed tributary increased
in some areas and decreased in other areas. The increases in SFHA width are the result of more detailed
topographic information. No insurable structures are affected by the increases in SFHA width. The
modifications are shown on the enclosed annotated copy ofFIRMPanel(s) 08041C0825 F. This Letter of
Map Revision (LOMR) hereby revises the above-referenced panel(s) of the effective FIRM dated March 17,
1997.

The modifications are effective as of the date shown above. The map panel(s) as listed above and as
modified by this letter will be used for all flood insurance policies and renewals issued for your community.

A review of the determination made by this LOMR and any requests to alter this determination should be
made within 30 days. Any request to alter the determination must be based on scientific or technical data.
