,..

c. General Filling Schedule and Release Procedures

The West Slope Area Branch, Power Division, is responsible for operating
Lake Granby according to the Annual Operating Plan and under the guid-
ance of the Water Scheduling Division, South Platte River Projects
Office.

Inflow into Lake Granby is from two sources: (1) natural runoff from
the drainage area above the lake and (2) water collected and stored in
Willow Creek Reservoir and pumped to Lake Granby. The maximum histori-
cal daily inflow during recent years was about 141.5 m3/s
(5000 ft3/s)J which occurred in 1952 and 1957. A maximum storage
content is normally reached following the spring runoff near the end of
June. The lake is usually lowered to its yearly minimum storage by the
end of April.

Releases from Lake Granby can be accomplished by three means: (1) the
outlet works, constructed as an integral part of Granby Dam, (2) the
spillway next to the left abutment of the dam, and/or (3) the three
pumping units at the Granby Pumping Plant, Releases through the outlet
works and the spillway discharge into the Colorado River, The flow from
Granby Pumping Plant discharges into Granby Pump Canal for delivery to
Shadow Mountain Lake.

The outlet works in the dam have a combined capacity of 12,2 m3/s
/4,0 ft3/~). The spillway has a design capacity of 325.5 m3/s
~ (11 500 ft Is) at a water surface elevation of 2523,74 m (8280 ft), and
tne liranby Pumping Plant has a total design capacity of 17 m3/s
(600 ft3/s).

Releases from Lake Granby to the Colorado River will generally be
1 imited to the amount required by the "Principles to Govern the Release
of Water at Granby Dam to Provide Fishery Flows Immediately Downstream
in the Colorado River" (exhibit 5). The following excerpts from the
above document shall be used as a guide in making releases from Lake
G~n~: .

". . .(1) The schedule of releases from Granby Reservoir set out
below is established as the Secretary's final determination, except
as hereinafter modified. .

65
