Recommendations are
sought from the CWCB and Englewood regarding methods to improve the safety to the
public. Wright Water Engineers does not purport to be safety engineers and cannot be
responsible for injuries or deaths which might occur as a result of the completed
construction. During your review and that of Englewood, comments regarding signing and
safety can be placed on the review drawings which will be returned to us for use.

We would also appreciate the UD&FCD and your review of the downstream embankments
configuration for general layout. These embankments can be modified to improve esthetics
and to optimize flow currents without adversely effecting the overall operation of the series
of lakes.

SUMMARY

The proposed preliminary design of modifications to the eXIstmg USACE dam and
Englewood intake structure plus the downstream embankments and boatchutes shown on
the attached drawings fulfill the objective for this phase of the assignment.

We request that the CWCB and Englewood (and other interested parties) review, comment
upon and approve these plans. We are ready to proceed with the final design phase as
soon as the final design contract is approved and we receive the written approvals of the
preliminary design shown on these preliminary plans.

We are particularly interested in making sure that the city of Englewood, the USACE and
UD&FCD are satisfied with the original approved layout from September 1988 as modified
by the USBR model studies.
