3. Phase B Report - Major Drainageway Planning for Tucker Gulch and
Kenneys Run, dated August, 1983. Thi s fi na 1 report is presented
herein as the culmination of the master planning project which was
deve loped under the program standards and di rect i on of the Urban
Drainage and Flood Control District. The report provides the prelim-
inary design of the proposed drainageway improvements, presented in
the form of conceptual drawings and commentaries which appear at the
end of this report. The report also contains text describing final
hydrologic and hydraulic calculations conducted during the prelim-
inary design, estimates of project costs, and recommendations for
prioritizing improvements. The plan and profile drawings also define
the 1 imits of the 100-year floodplain for existing and improved
drainageway conditions.

This report presents the preliminary design for selected major drainageway
improvements on Tucker Gulch and Kenneys Run in the City of Golden and
Jefferson County. This report completes a three-phase study effort authorized
by Agreement No. 82-1.2 between the Urban Drainage and Flood Control District
(UDFCD), the City of Golden, Jefferson County, and Muller Engineering Company,
Inc., dated May 27, 1982. The Adolph Coors Company also maintained an active
interest in the project, but was not a party to the study agreement. The
agreement specifically authorized the completion of the following three
reports:

1. Flood Hazard Area Del i neat i on (FHAD) Report for Tucker Gul ch and
Kenneys Run, dated January, 1983. Thi s report presents i nformat i on
on the characteristics of the drainage basin and the existing
drainageway. The report also describes historic flood events
,
documents floodway data for implementing floodplain regulations, and
outlines the nature and extent of probable future floods under
existing drainageway conditions and future developed basin condi-
tions.

This report is intended to represent only preliminary and conceptual
engineering and should not be used for construction purposes or final cost
estimating. The contents of this report are subject to change and the user is
advised to contact the Urban Drainage and Flood Control District regarding
possible revisions.

2. Phase A Report - Major Drainageway Planning for Tucker Gulch and
Kenneys Run, dated January, 1983. Thi s report i dent ifi es fl ood
problems, presents alternative flood control solutions, evaluates the
economics of implementing the various alternative plans, and
describes a recommended plan to reduce or eliminate existing and
ant i ci pated flood hazards. Upon revi ewi ng the study fi ndi ngs and
recommendati ons presented in the Phase A Report, the Urban Drai nage
and Flood Control District, the City of Golden, and Jefferson County
selected an alternative plan for future development in Phase B which
would best satisfy local interests while remaining consistent with
major drainageway planning objectives of the UDFCD. The selected
