Forecasters were aware that <br /> <br />heavy rains would increase the chances of flash flooding in the Buffalo Creek ar,ea <br /> <br />because of the lack of vegetation, but no one thought it would be of the magnitude we <br /> <br />saw with as little as 2 or 3 inches ofrain. We have already addressed the issue locally. <br /> <br />Flash flood watches will be issued for Southern Jefferson Co. the rest of this convective <br /> <br />season when thunderstorms with heavy rain are forecast. Also, when rainfall estimates <br /> <br />within an hour reach J inch or more, flash flood warnings will be issued immediately. A <br /> <br />slow moving thunderstorm with heavy rains will be enough to trigger a warning, even <br /> <br />before the heavy rains occur. <br /> <br />30 <br />
