<br />1974 FISCAL YEAR <br /> <br />HIGHLIGHTS <br /> <br />~ <br />~ <br />~ <br />On August 2. 1973. the 10th Circuit <br />Court of Appeals ruled that Congress. <br />by specifically denying funds for barrier <br />dams, had effectively negated clauses <br />in Public Law 84.485 that prohibited <br />reservoir water in Rainbow Bridge Na. <br />tional Monument. The plaintiff's petition <br />for Writ of Certiorari to the U.S. Suo <br />preme Court was denied. thus ending <br />the long litigation over Rainbow Bridge. <br /> <br />A lawsuit was filed in January 1974 <br />by the Sierra Club and others. charging <br />noncompliance with the National Envi. <br />ronmental Policy Act on the Bonneville <br />Unit, Central Utah Project. Federal <br />Judge Willis RItter, Salt lake City, ruled <br />on May 21, 1974, that the plaintiffs had <br />failed to prove the;r case. On November <br />29. 1974. the 10th Circuit Court of Ap- <br />peals affirmed the lower court ruling. A <br />petItion for rehearing was later denied. <br /> <br />Congressional hearings were held on <br />H.R. 1194 on October 20, 1973, to fa. <br />cilitate incorporation of the city of Page, <br /> <br />2 <br /> <br /> <br />Arizona (Glen Canyon Unit). Hearings <br />were subsequently held in Washington, <br />D.C., in March and June of 1974 before <br />both House and Senate Committees on <br />bills for the same purpose. <br />Bids for construction of the Currant <br />Creek Dam, Bonneville Unit. Central <br />Utah Project. were opened on June 18, <br />1974, with the apparent low bid being <br />$18,347.191. Contract was awarded <br />July 15. 1974. <br /> <br />Bids were opened late in the year for <br />Hayden Substation. Stage 02. Construc- <br />tion was completed on Midway Station. <br />Stage 02. and essentially completed on <br />Weld Station, Stage 01. <br /> <br />The Gunnison River was diverted <br />through the diversion tunnel at the <br />Crystal dam site on the Curecanti Unit <br />on November 6.1973. <br /> <br />Award of contract was made in June <br />1974 to construct Namhe Falls Dam, <br />San Juan.Chama Project. <br />
