General. This chapter provides guidance on policies and procedures <br />to use Tn applying for FEMA assistance in purchasing Automated Data <br />Processing (ADP) hardware/software with FEMA funds. <br /> <br />15-2. Recommended Microcomputer Systems for Emergency Man~gement_ <br />Organizations. Two general levels of emergency management organization <br />microcomputer capability will be discussed: basic and enhanced. Basic <br />level capability provides support for program functions such as emergency <br />management planning and response, project tracking, plan maintenance, data <br />analysis and report generation. The enhanced level capability handles <br />larger or shared data bases, supports multiple micro/minicomputers, and <br />allows more complex graphic displays and modeling capability. Through <br />assessment of present and future information and data processing require- <br />ments and system specifications, a basic capability can be upgraded to an <br />enhanced level as responsibilities and resources dictate. <br /> <br />a. Basic System Description. This level provides a mlnlmum <br />level of support to State or local programs, allowing for the creation, <br />maintenance and analysis of relatively small data bases; basic computer <br />assisted analysis using mathematical and statistical functions; word <br />processing; the ability to access external sources through communications <br />capability; and basic graphic displays of information for evaluation and <br />presentation. In general, this level is focused on establishment of single <br />work stations, rather than a linked network Df ADP capability.
