In determining eligibility for participation in FY 1989,
jurisdictions should be current in each of the following:

1. Have fulfilled the State and local exercise requirement
in FY 1988 by submission of FEMA Form 95-16 for either a
functional or full-scale exercise, or by submission of FEMA Form
90-2 and its approval by the regional director as substitution
for an actual disaster response;

2. Have revised their EOP to meet the criteria in CPG 1-8
and CPG 1-8a.

3. Have submitted an FY 1989 HICA/MYDP update.

Failure to have accomplished any of the above
disqualifies a jurisdiction from eligib~lity to participate with
EMA funding in FY 1989.
