A development is proposed on the parcel <br />named Tyra Tract D adjacent to Sawmill Gulch, and our studies indicate that Sawmill Gulch spills <br />out of its banks and impacts the Tyra Tract D building site. Therefore, we have routed floodwaters <br />around the building and released them to their historic pathway. <br /> <br />There is an effective Flood Insurance Study (FIS) for a small portion of the area studied herein, but <br />it is rendered invalid by the Town of Breckenridge's previous adoption of revised flood hydrology <br />that more than doubles the 100-year flood peak for the site, from 120 cubic feet per second (cfs) to <br />258 cfs. In addition, there have been some topography changes, more recent mapping, and a <br />significant extension of the Town Boundary. Per the FEMA Regional Hydrologist, John Liou, the <br />existing FIS information was considered to be essentially void and only minimally applicable with <br />respect to the current work. Also, FEMA has a re-study contractor, Foothills Engineering <br />Corporation of Lakewood, Colorado, performing a revised study of Sawmill Gulch from Four <br />O'Clock Road downstream. Our work ties into and coordinates with this re-study at Four O'Clock <br />Road. The enclosed submittal package includes a detailed floodplain report which explains the <br />situation and analyses in detail, as well as the CLOMR application, a check for the CLOMR review <br />fee of $3,100, construction plans, floodplain delineation maps, and other technical data. Letters <br />from the local and state floodplain administrators are included as Attachment E in the Floodplain <br />Report. <br /> <br />Please keep us apprised as to the status of your review, and of course, do not hesitate to contact us if <br />you have any questions or require further information.
