Land with soil and vegetation conditions that existed <br />prior to any man-made activity on the land. <br /> <br />New Development. The development of land which has not been previously <br />legally subdivided. <br /> <br />Safe Storm Water Drainage Capacity. The quantity of storm water runoff <br />that can be transported within a channel, passage, conduit, tube, duct, or <br />combination thereof in such a manner that the elevation of the water does not <br />rise above the level of the adjacent ground surface so as to cause any damage <br />to structures or facilities located thereon. <br /> <br />Storm Water Runoff, Water that results from precipitation which is not <br />absorbed by the soil, evaporated into the atmosPhere, or entrapped by ground <br />surface depressions and vegetation, and which flows over the ground surface, <br /> <br />Storm Water Management System. All facilities used to control storm <br />water including storm water pipes, storm water detention areas, berms, channels, <br />swales, control structures, easements, emergency excess storm water passages, <br />irrigation systems, improved water courses, and any other facility or appurtances <br />used in the management of storm water. <br /> <br />Storm Water Runoff Release Rate. The rate (quantity per unit of time) at <br />which storm water runoff is released from upstream to downstream land. <br /> <br />Storm Water Detention Area. An area designated to temporarily accumulate <br />excess storm water. <br /> <br />Tributary Watershed. The entire catchment area that contributes storm <br />water runoff to a given point. <br /> <br />100-year Storm Rainstorms of a specific duration having a 1% chance of <br />occurrence in any given year. <br /> <br />5-year Storm, Rainstorms of a specific duration having a 20% chance of <br />occurrence in any given year. <br /> <br />SECTION 4. Applicability - Any person, firm, corporation or business <br />proposing to construct buildings or develop or redevelop land within the City <br />shall be required to provide storm water runoff control meeting the requirements <br />of this ordinance whenever the total area of land under identical ownership <br />including the land to be developed or upon which buildings are to be con- <br />structed, equals or exceeds those shown in the following chart.
