<br />On January 26, 1995, a meeting of the IHMT comprising federal and state agency <br />representatives was convened in Sacramento to develop intermediate and long-term <br />mitigation recommendations that are documented in this report. Agency <br />representatives reviewed IHMT Reports from the 1986, 1992 and 1993 flood events <br />and revised or expanded upon previous recommendations and incorporated issues <br />from the 1995 winter storms based on field assessments. The mitigation goals <br />established by the IHMT are twofold: 1) identify and implement immediate mitigation <br />strategies during the recovery phase; and, 2) provide direction by key agencies in the <br />form of recommendations to reduce repetitive flood damages through more long-term <br />and cost-effective mitigation measures. <br /> <br />While the majority of the recommendations can be achieved through existing agency <br />programs and funding, it is also recognized that an overall watershed management <br />approach is essential for implementing long-term mitigation. Managing floodplains as <br />watershed components was a major chapter in the Interagency Task Force Report that <br />was issued following the Midwest Floods of 1993'. The issues and recommendations <br />developed by the IHMT for the winter storms in California incorporate, where <br />appropriate, the findings of the Interagency Task Force Report. For this disaster, an <br />interagency working group may be needed to accomplish the watershed management <br />objective. <br /> <br />The recommendations contained in this Report are presented under the general <br />categories of Public Education, Watershed Management, Planning, Codes and <br />Standards, and Technical Assistance. They are intended to provide the basis for <br />updating the State Hazard Mitigation Plan. <br /> <br />The organization of this document is as follows: <br /> <br />I. Introduction - summarizes the purpose of the report, the event and <br />impacts. <br />II. Repetitive Loss SectiDn - provides an initial analysis of the repetitive loss <br />issue and identifies potential mitigation opportunities, <br />III. Early Implementation Strategy - covers the immediate mitigation actions <br />to be accomplished during the initial recovery phase. <br />IV. Team Recommendations - addresses previous IHMT recommendations <br />expands on those mitigation opportunities and presents new approaches <br />based on the work of the field assessment teams and the IHMT meeting. <br />V.
