<br />Jeclmical <br />..A:J:J~lanclJ <br /> <br />TA-' Provide technic8lllSSistllnce to communities to insure NFIP regulations <br />are enforced where elevation, acquisition, relocation and retrofitting <br />activities are implemented. <br /> <br />FEMA-NFIP and DWR should continue to assist local communities and <br />planning entities with enforcement of the NFIP regulations. understanding <br />the benefits ofthe NFIP Community Rating System ICRSI. managing high <br />hazard areas and reducing repetitive loss claims for high risk properties <br />and improving the accuracy of floodplain maps. <br /> <br />In addition. they should provide on-site technical assistance to property <br />owners having substantially damaged buildings. Where possible. <br />workshops to address the NFIP regulations and local building <br />requirements should be held. <br /> <br />TA-2 Continue the development of the DES Geographic Information System <br />(GIS). Incorporate datil from aU sources that support the development <br />of stlltewide multi hazard risk maps. <br /> <br />OES should continue to develop its GIS capability to support statewide <br />preparedness. mitigation. response and recovery programs. OES should <br />continue to coordinate with federal. state and local agencies. as well as. <br />the private sector to share mapped and other digital data. <br /> <br />TA-3 Assist local governments to promote sound floodplain management, <br />identify funolng sources and provide technical assistllnce to develop <br />mitigation projects. <br /> <br />OES/FEMA should concentrate on high risk repetitive areas to promote <br />the best mix of flood control projects. acquisition. relocation. elevation <br />or non-structural measures for a community.
