<br />Areas particularly hard hit by flash flooding were the Roseville, Rio Linda, and Laguna <br />Creek areas near Sacramento; the North Bay and Russian River areas; and Southern <br />California coastal areas, Extensive areas of high winds, particularly on January 8, and <br />damaging hail on January 10 in the Roseville area, contributed to the damage caused <br />by these storms. <br /> <br /> <br />FigIIe C - RIO UNDA <br /> <br />The Napa/Russian Telemetry Network (used to support the automated rain gage <br />system) was disrupted because the Mount St. Helena microwave relay station had <br />failed. This failure began a blackout of 20 gages that would have provided critical <br />hourly rainfall and river stage information. The outage lasted 30 hours following the <br />most critical forecast period for the Russian River. If the outage had occurred 24 <br />hours earlier, the river forecasting would have been compromised, causing additional <br />threat to public health and safety.
