<br />.Jntl'oJuclion <br /> <br />Disaster Declaration <br /> <br />On January 10. 1995, President Clinton. based on a request from Governor <br />Wilson. declared a major disaster (FEMA-1044-DR-CAI in the State of <br />California due to severe winter storms beginning on January 3. 1995, and <br />ending February 10. 1995. With the assistance of local jurisdictions. OES and FEMA <br />conducted a preliminary damage assessment. The estimated total public and private <br />damages for this disaster are expected to exceed one billion dollars, <br /> <br />Upon declaration. sections of the Robert T, Stafford Disaster Relief and Emergency <br />Assistance Act (Public Law 93-288. as amended. also known as the Stafford Actl. <br />took effect and provided for implementation of Federal disaster assistance programs. <br /> <br />Purpose <br /> <br />The purpose of this report is to provide hazard mitigation goals and recommendations <br />directed at reducing repetitive flood damage by implementing effective mitigation <br />measures. The goals established by thelHMT are twofold: 11 identify and implement <br />immediate mitigation strategies during the recovery phase; and. 21 provide direction <br />by key agencies in the form of recommendations to reduce repetitive flood damages <br />through more long-term cost-effective mitigation measures, <br /> <br />This report transmits the IHMT's recommendations to the Regional Director.
