Mitigation Plan (f09) <br /> <br />PREFACE <br /> <br />The State of Colorado, its political subdiVisions, and our citizens are confronted daily <br />with the possibility of floOding and related. hazards. Floods have the potential for <br />inflicting tremendous damages with significant losses of life and property, as well as <br />posing a threat to the health, safety, and welfare of Colorado's citizens. <br /> <br />Current growth and population migration require a heightened awareness that the <br />impact of flooding may likely increase over time. Mitigation begins with effective hazard <br />assessments and comprehensive disaster preparedness programs. Mitigation builds <br />upon the foundation of disaster preparedness by implementing strategies which are part <br />of an overall plan to effectively reduce losses from disasters. <br /> <br />The Colorado Office of Emergency Management (OEM) is designated by law as the <br />coordinating agency for disaster preparedness, response, recovery, and mitigation. The <br />Colorado Water Conservation Soard (CWCS) is the lead state agency for flood <br />mitigation. These two offices assist other state agencies, local governments, Native <br />American Tribes, and the private sector in addressing hazard identification and mitiga- <br />tion actions. <br /> <br />This flood mitigation plan represents a commitment to mitigate potential losses and <br />damages by isolating the primary causes and recommending courses of action. The <br />intent of the information, ideas and recommendations contained herein is to make a <br />concerted effort to reduce or limit flooding impact on the people of Colorado_ <br /> <br />This plan reflects the state's priorities for flood hazard mitigation. These priorities were <br />developed through a privatellocallstate/federal team process. In order to implement this <br />plan, a number of agencies, entities, and others need to work together to successfully <br />mitigate damages caused by f1ooding_ The goals and objectives outlined in the plan and <br />within the appendices support this effort_ Accomplishments can only be realized by joint <br />efforts, dedication and commitment to mitigation. <br /> <br />This plan was prepared in accordance with the Stafford Act and FEMAlState Agreement <br />for Presidential Disaster Declaration DR-1186-CO. <br /> <br />Contents. 2 <br /> <br />2/1/988:00:11 PM <br />
