<br />FLOOD INSURANCE STUDY <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study investigates the existence and severity <br />of flood hazards in the geographic area of pitkin County, Colorado. <br />This study involves the City of Aspen, the TOwn of Snowmass Vil- <br />lage, and the unincorporated areas of pitkin County (hereinafter <br />referred to collectively as Pitkin County), and aids in the adminis- <br />tration of the National Flood Insurance Act of 1968 and the Flood <br />Disaster Protection Act of 1973. (Flood hazard information presented <br />in this study for the Town of Basalt has been included for information <br />purposes only.) This study has developed flood risk data for various <br />areas of the community that will be used to establish actuarial <br />flood insurance rates and assist the community in its efforts to <br />promote sound flood plain management. Minimum flood plain manage- <br />ment requirements for participation in the National Flood Insurance <br />Program (NFIP) are set forth in the Code of Federal Regulations at <br />44 CFR, 60.3. <br /> <br />In some states or communities, flood plain management criteria or <br />regulations may exist that are more restrictive or comprehensive <br />than the minimum Federal requirements. In such cases, the more <br />restrictive criteria take precedence and the State (or other juris- <br />dictional agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority for this Flood Insurance Study are the <br />National Flood Insurance Act of 1968 and the Flood Disaster Protec- <br />tion Act of 1973. <br /> <br />The hydrologic and hydraulic analyses for this study, with the <br />exception of the Fryingpan River in Basalt, were performed by Denver <br />Engineering Corporation (DEC), for the Federal Emergency Management <br />Agency (FEMA), under Contract No. EMW-C-1184. This study was complet- <br />ed in April 1985. <br /> <br />The hydrologic and hydraulic analyses for the Fryingpan River in <br />the TOwn of Basalt were prepared by Gingery Associates, Inc. (GAl) <br />for the effective Flood Insurance Study for the Town of Basalt. <br />The GAl work was completed in October 1978. <br /> <br />. <br /> <br />1.3 <br /> <br />Coordination <br /> <br />For the Town of Basalt, the community base map was selected and <br />streams requiring detailed study were identified in a meeting attended <br />
