Forest Services <br />August 9, 1996 <br />Page 4 <br /> <br />Exlubit C <br /> <br />As requested, we have attached some of the drawings and specification for sediment control <br />devices installed after the Southern California FIreS of 1993. These are part of a document entitled <br />Post-Fire Hazard Mitigllfion Guidance Document. January 20, 1994, prepared by Woodward- <br />Clyde Consultants for the California Office of Emergency Services. In particu1ar, we would call <br />your attention to Practice 003: Gravel-Filled Burlap Bag Check Dams, The 003 practice <br />appears to be the most appropriate check dam procedure for the Buffi1lo Creek area for the <br />following reasons: <br /> <br />. The bags can be filled prior to need with the decomposed granite across the road from the <br />Forest Service Office and made available to individual home owners <br />. Worlcers and/or volunteer organizations can be quickly and effectively trained for deployment <br />. the bags can easily be transported empty into the field and filled with material already deposited <br />in the channels or behind existing straw bale slIUctures <br />. The bags can be sued to reinforce existing straw able check dams (on the doWllStleam side) <br />. The bags are better suited for the site condition, and do not require entrenclnnent or staking if <br />installed properly <br />. The low point (weir effect) in the center of the channel is more apparent and easily constructed <br /> <br />We also believe that Practice CD 12 has merit for the Buffalo Creek area but is probably limited to <br />construction crews qualified to operate chain saws, where the gravel bags can be installed by just <br />bout anybody. In both cases, locations and spacing should be flagged by qualified personnel prior <br />to inct~I1.ml)n and follow-up inspection be made after construction, before and after storm events to <br />ensure proper operation and maintenance. <br /> <br />Exlubit D <br /> <br />Also included in this memoI'llMnm is a CAD drawing from a program entitled EROSION DRAJV, <br />created by John McCullah and Associates, EROSION DRAW contains many of the erosion and <br />sedimellt control practices which are in the Woodward-Clyde document, and this is beNn.... the <br />BMPs are fiIirly sta11011rd pIactices within the industIy. We would call your attention to the Log <br />Grade Stabilization Structure: It was apparent to us in the field, particularly at the cham1el outlets <br />from the watersheds east of County Road 126, that some stabilization structures will need to be <br />P.r1gi""-e"ed to complement upstream check dams and roadside erosion control and revegetation. <br />The structures .ept ~ scnted in EROSION DRAW provide a few examples. <br /> <br />4 <br /> <br />1I.'Oo\TA\lUFALD1lOC _All) <br />
